The Committee on Health and Human Resources moved to amend the bill on page 10, section 3, line 26, by inserting a new subdivision 4, to read as follows:

“(4) exempt from certificate of need or annual assessment requirements to financially vulnerable health care facilities located in underserved areas that the state agency and the Office of Community and Rural Health Services determine are collaborating with other providers in the service area to provide cost effective health care services.”;

And,

            On page 13, section 8, subsection (a), line 1, after the word, “section” by removing the word, “seven” and inserting the word, “twelve”;

            And,

On page 15 section 8, line 65, by inserting a new subdivision (23), to read as follows: (23) Providing in-home care services;”;

And,

            On page 16, section 9, subdivision (1), line 4, after the word, “complement” be removing the semicolon and comma and the following, “except as provided in subdivision twenty-three, subsection c, section twelve.”;

And,

On page 16 section 11, by removing section 11 in its entirety and renumbering the remaining sections, accordingly;

And,

            On page 18, section 12, subsection (c), line 14, by removing the phrase, “Except as provided in section eight,” and inserting the phrase, “Notwithstanding section eight and nine,”;

            And,

            On page 20, section 12, subdivision (22), line 84, by removing the word, ‘in’ and inserting the phrase, “but only to”;

            And,

On page 21, section 12, subdivision (25) line 92, by removing subdivision (25) in its entirety and renumbering the renaming subdivisions thereafter, accordingly;

And,

On page 21, section 12, line 104, by after the word, “services” by removing the period inserting a semicolon and a new subdivision (30) to read as follows,

“(30) The creation, construction, acquisition or expansion of a community-based nonprofit organization with a community board that provides or will provide primary care services to people without regard to ability to pay and receives approval from the Health Resources and Services Administration.
